Ukrainian President Volodymyr Zelensky States Absence of Explicit Security Pledge from Partner Nations
President Zelensky has stated that European allies have not given him sound guarantees that they will protect his country in the event of a fresh offensive by Russia.
"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.
His comments come a day after Britain and France signed a declaration of intent on stationing forces in Ukraine should a ceasefire agreement to end the war with Russia is agreed.
However, comprehensive defense assurances have not been agreed. The United States, which has been leading efforts to halt the offensive, reportedly did not sign such a pledge at talks in Paris on the previous day.
Details of the Paris Talks
After the Paris talks, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to deter future invasion, while France's President Macron later said thousands of troops may be deployed.
Partner nations suggested that the US would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.
The Russian government has not yet commented on the declaration made in the French capital.
Russian President Vladimir Putin launched a comprehensive military assault of Ukraine in February 2022, and Russian forces now occupies about one-fifth of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the joint statement as "an essential component of our commitment to support Ukraine for the foreseeable future".
He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukrainian soil, protecting Ukrainian airspace and waters, and regenerating Ukraine's armed forces for the years to come."
Zelensky hailed that accord as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I perceive the determination, the political resolve, and that the partners are ready, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when questioned if European countries would defend Ukraine.
"But as long as we lack such binding security pacts - legally binding, supported by parliaments, supported by the United States Congress - this crucial issue cannot be answered. And should they materialize, you still have to rely primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
Negotiations in Paris were also significant due to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.
One envoy stated the allies "largely finished" their work on finalizing security arrangements.
Recently, the President indicated a settlement was "ninety percent complete".
Questions of land and security guarantees have been at the forefront of unresolved issues for negotiators.
Putin has repeatedly warned that Ukraine's military must pull back from all of Ukraine's eastern Donbas or Russia will seize it, dismissing potential concessions over how to end the war.
The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia did the same.
Moscow now holds about three-quarters of the Donetsk oblast, and some nearly all of the neighbouring Luhansk. The pair of oblasts form the Donbas industrial heartland.
It has been intensifying attacks against cities in Ukraine - with a focus on power facilities. Russia has also made slow progress in seizing additional Ukrainian land.
Ukrainian forces have retaliated at Russian targets with drones, though with varying degrees of effectiveness.
