Committee Democrats stated they had acquired documents that suggest the center is being operated as a “slush fund and private club for the president’s associates and supporters,” leading to significant financial losses and a major departure from its statutory mission.
Claims of Special Access and Financial Mismanagement
A central charge of the investigation is that the Kennedy Center is providing special access and monetary perks to groups connected to the administration and its political network. Per one agreement, Grenell granted world football’s governing body, Fifa, free and exclusive use to the whole facility for an extended period to host a World Cup event.

Additional agreements reveal steep rental discounts were granted to right-leaning organizations. A cable channel and a conservative foundation obtained discounts totaling tens of thousands of dollars, with contract files explicitly noting the fees were forgiven by the Office of the President.
Whitehouse commented further: “If they weren’t paying the standard rates, they’re being given a benefit and those benefits appear exclusively directed to organizations that are affiliated with Trump and Maga. It’s basically a direct way to utilize a taxpayer-supported asset to funnel resources into the pockets of groups that are allied.”
Lucrative Contracts and Lavish Expenses
The inquiry also uncovered lucrative contracts given to individuals with personal or political ties to Grenell and his circle. One contract valued at fifteen thousand dollars monthly was awarded to an ex-associate of Grenell’s. The senator’s letter states this arrangement was “devoid of any detail”, and there is no evidence of substantive work to warrant the expenditure.
Later that spring, the centre granted a separate retainer to the spouse of a prominent political figure for digital content creation. Grenell defended the hiring, citing the individual’s “exceptional skills.”
Documents detail considerable spending on luxury hospitality and entertainment for staff and associates. Between April and July, Grenell’s team charged the Center tens of thousands for rooms at a famous luxury hotel. These expenses, which included extended visits and valet parking, were labeled “without precedent” for the institution.
Furthermore, over ten thousand dollars were spent on private meals, evening dinners and alcoholic beverages. Invoices listed items for premium champagne, expensive wines and gourmet platters. Senior staff members who also hold outside political groups founded or led by Grenell appeared on multiple bills.
Mounting Deficits Within a Wider Cultural Campaign
The probe observes accounts that the institution is operating at a deficit amid falling ticket sales. Whitehouse proposed the decline stems from a “bad signal in the capital” from the new leadership, a change in programming that “appeals to a more limited audience of Maga enthusiasts” and major acts cancelling performances. He likened this transition to “the Vandals in Rome”.
Grenell insisted that the center’s previous leaders had caused the fiscal crisis and his administration is implementing repairs. Senator Whitehouse countered that there is “very little reason to accept that version of events is supported by facts” and Grenell’s team had failed to provide documentary support for their claims.”
